    Abstract

The delivery mechanism for Technology Assessment and Refinement (TAR) has become unique through the Institution Village Linkage Programme (IVLP) under the National Agricultural Technology Project. Establishing functional linkages with stakeholders is a primary requisite for effective dissemination of new technologies. Client-oriented approach and technology transfer have been important factors in implementing the IVLP of CMFRI at Elamkunnapuzha village in Ernakulam District of Kerala with the mission to promote productivity, sustainability and equity. Irrespective of the ideological polemics imbibed in the indigenous farming practices, every farmer sensitised by the IVLP has been empowered with scientific skills for providing solutions towards not only sustaining the coastal production system but also improving their livelihoods. Micro-level farming approaches are first studied using Participatory Rural Appraisal techniques. Obvisously, the emergence of such farming situation itself is the byproduct of livelihood compulsions, where the technology mix for enhanced productivity is very essential for its rapid spread. The past practices of capacity building have not become so much participatory and hence found to be not efficient enough in brewing a change in the farming practices. A series of need-oriented training programmes were therefore designed and conducted for stakeholders of different avocations in fisheries, livestock and agriculture. The updated phase of IVLP conceives horizontal expansion of proven technologies to a wider coastal domain. The present publication of various training notes in Malayalam will be helpful in triggering off an interest in capacity building of farmers as an extension of the present activities.
