ഇന്ത്യന്‍ അതിര്‍ത്തിക്കടലില്‍ മീന്‍ പിടിക്കാന്‍ വിദേശ കപ്പലുകളെ അനുവദിക്കില്ലെന്ന സുപ്രധാന നിര്‍ദ്ദേശമുള്‍പ്പെടുത്തി കേന്ദ്ര സര്‍ക്കാര്‍ ദേശീയ മത്സ്യബന്ധന നയം പ്രഖ്യാപിച്ചു. 1991 മുതല്‍ രാജ്യത്ത് തുടര്‍ന്നു വരുന്ന, വിദേശ കപ്പലുകള്‍ക്ക് ലൈസന്‍സ് നല്‍കുന്ന ലെറ്റര്‍ ഓഫ് പെര്‍മിറ്റ് നയം പൂര്‍ണമായും ഉപേക്ഷിക്കുമെന്ന് നയം വ്യക്തമാക്കുന്നു. ആഴക്കടല്‍ മേഖലയില്‍ മീന്‍ പിടിക്കാന്‍ തദ്ദേശീയ സമൂഹത്തെ പ്രാപ്തരാക്കുന്നതിന് പദ്ധതികള്‍ തയ്യാറാക്കി നടപ്പാക്കും.
